News Brief: DNR Update Of 1996 VOC Reduction Plan

The Wisconsin Department of Natural Resources has provided an update on its recommended contingency plan for the 15% Volatile Organic Compound Reduction Plan for 1996.

The contingency plan identifies emission reduction measures that may be implemented on short notice to guarantee that the state meets overall emission reduction requirements at the rate of progress mandated by the Clean Air Act.

Programs that may be considered as contingency measures include: use of Class B Reformulated Gasoline in ozone nonattainment areas; an accelerated clean fuel fleet program; a program to limit VOC contents of certain consumer and commercial products; limits on VOC emissions from large commercial bakery ovens; increased restrictions on VOC emissions from lithographic printing; small engine emission standards; a small engine buy-back program; a surcharge on VOC emissions in the ozone nonattainment counties as an economic incentive for emission reductions; and expanded geographic application of controls.

Actual selection of any particular program as a contingency measure would depend on timing and the amount of reductions needed. Some measures not implemented as contingency measures in the near term may be used to meet future program requirements for reducing VOC emissions.
