Summary of Legal Decisions: City of Oshkosh Prevails in Interest Arbitration

Spring 1996

Arbitrator Raymond E. McAlpin selected the City of Oshkosh's final offers with library and department of public works employees. The sole issue involved the employees' contribution to health insurance. The City had proposed employees paying approximately $25.00 towards the single plan and $75.00 towards the family plan. The City had also offered another health insurance plan that had a relatively high deductible of $250.00/$500.00. The City assumed the full cost for the deductible plan.

Even though the City received an adverse arbitration award in the prior contract, Arbitrator McAlpin selected the City's final offer based on: 1) internal comparables; 2) external comparables; and 3) the excellent nature of the benefits in the health insurance program.

The City's intention was to have employees shift to the higher deductible plan. This award saved the City approximately $250,000.00. WERC Decision Nos. 28284 and 28285, November 2, 1995.
