Thomas Shorter

Tom helps health care organizations be successful in business by navigating health law and having industry knowledge. Tom works with clients across a broad spectrum of the health care industry, including integrated health care systems, hospitals, physician groups and health care associations. Tom is driven by his desire to help his clients solve problems efficiently and with an eye toward practicality. 

Tom serves as the Chair of the Health Care Industry Group in the Madison office.

Tom’s approach to client service is award-winning. In fact, Tom was one of only 335 attorneys to receive the 2019 BTI Client Service All-Star Award.  This award recognizes recipients’ client focus, understanding of their clients’ businesses, legal skills and innovative thinking.

Tom has immersed himself in understanding the health care industry which is evident through his involvement as a Fellow in the American College of Healthcare Executives a board member with the American Health Lawyers Association, and various local boards such as the American College of Healthcare Executives – WI Chapter and the State Bar of Wisconsin – Health Law Section, the Wisconsin Medical Society Foundation, HIPAA Cow and the American Heart Association.

Tom is a frequent speaker at various regional and national health care-related conferences and is a recognized author of various publications within this industry.

When Tom is away from the office, he enjoys spending time skiing and golfing with his wife, Stacey and their four children. 

Representative Experience

Physician Groups
Tom has significant experience assisting physician clients in organizing specialty and multi-specialty practice groups, and in purchasing, selling, and merging medical and dental practices. Tom helps physicians establish joint venture specialty hospitals, free-standing diagnostic facilities and ambulatory surgery centers. Tom has a deep understanding of the complexities necessary for physician and physician groups to develop successful contracts with payors and health systems.

Hospitals and Health Care Systems
As counsel for hospitals and health care systems, Tom assists with planning and executing corporate restructurings, mergers, acquisitions, affiliations and joint ventures. Tom regularly advises clients on physician recruitment, employment and compensation matters. Tom is well versed on issues relating to Fraud and Abuse compliance, Stark Law, Anti-Kickback, patient care, medical staff and peer review matters.

Health Care Associations
Tom’s many years of active service with health care associations allows him to be an informed member of the health care industry and maintain valuable connections with peers, mentors and other industry leaders. His association memberships, participating in both board and leadership service allows him the unique position to engage with like-minded professionals for idea generation and collaborative efforts.
