Meet Parker

Parker, an administrative and regulatory attorney, assists clients with navigating both the state and federal regulation implicated by engaging in political and lobbying activity.  Often working with tax-exempt organizations, he helps clients to comply with campaign finance, lobbying and ethics regulations and to recognize the interaction of these regulations depending on each client’s activities across various states and jurisdictions.  Parker also assists clients with various federal, state, and local registration and reporting requirements, while often proposing strategies to reduce such regulatory burdens.

Parker’s work regularly includes engaging with state and federal agencies both proactively and in response to investigations and other agency enforcement action on issues including consumer protection, Foreign Agent Registration Act (“FARA”) and the False Claims Act (“FCA”).  At times, responding to agency and other governmental action includes legislative planning, analysis, and drafting. 

Additionally, Parker has a thorough knowledge of Wisconsin’s alcohol beverage laws including permitting and licensing processes as well as other trade practice and related compliance issues.

Prior to joining Godfrey & Kahn, Parker was an attorney for the Wisconsin Legislative Council.  While in this role, he advised on legislation related to alcohol beverages, tax, housing and economic development. He also advised on bills, amendments and committee procedures, counseled legislative offices on proposed legislation and public inquiries, and reviewed administrative rule proposals for statutory authority.

Parker graduated from Truman State University with bachelors’ degrees in political science and creative writing prior to earning a law degree from the University of Wisconsin.
